GROUP INSURANCE SCHEME

WELFARE OF POWERLOOM
WORKERS		  

Decentralised powerloom sector with an estimated 17 lakh looms accounting for more than 60% of fabric production in the Country has been the backbone of Indian Textile Industry. This Sector employes more than 20 lakh workers, directly, who are mostly below poverty line/marginally above poverty line. Social security to such powerloom worker, who is economically poor, will go a long way in having beneficial impact on the living conditions and productivity. With these objectives, the Govt. of India has decided to implement a Group Insurance Scheme, jointly with LIC, for providing insurance coverage to the Powerloom workers against death and disability. The salient features of this scheme, operational from the year 2003-04, throughout the country are given below :
   
ELIGIBILTY
 v  Powerloom workers and self employed       weavers with 4 looms who are below or
      marginally above poverty line.
 v  Applicant should be in the age group of 18       years and 59 years.
 v  Workers engaged in weaving, twisting, winding,       warping and sizing and other related activities in       decentralised powerloom sector.
 v  Only one member per family : Family       constitutes worker and his/her spouse.

SCHEME
The Scheme has 2 components-Janashree Bima Yojana (JBY) and Add-on-Group Insurance Scheme (GIS). The worker can become member of either components or both. The coverage/benefits are : Janashree Bima Yojana: 
 v  Natural Death : Sum assured of Rs. 20,000/- to
      the nominee.
 v  Accident Benefit:
      F  On death due to accident: Rs. 50,000/-.
      F  Total Permanent Disability due to accident :            Rs. 50,000/-.
      F  Partial Permanent Disability : Rs. 25,000/-.


Add on Group Insurance Scheme :
  t  Coverage of Rs. 30,000, in case of natural
       as well as accidental death to the
       nominee. 

ADDITIONAL BENEFITS  
UNDER JBY

  v  Provision of scholarship under Shiksha
       Sahayog Yojana. (SSY) @ Rs. 300/- per
       quarter per child.
  v  Maximum of two children per member,        studying in IX to XII standard are eligible.

  v  Total Rs. 200/- per member 50% of the
       p.a.
       F  50% of the premium (Rs. 100/- from
            Social Security fund of Govt. of India
            through LIC)
       F  Rs. 60/- by the Govt. of India through
            Ministry of Textiles & Rs. 40/- by the

Add-on-Group Insurance Scheme

 v  Yearly premium Rs. 180/- per member.
 v  50% i.e. Rs. 90/- to be contributed by the
      Govt. of India through Ministry of       Textiles and remaining Rs. 90/- by the
      member.

OPERATIONAL MODALITIES

 v  The Regional Offices of the Textile
      Commissioner (R.Os.) to act as Nodal
      agencies with the support of Powerloom
      Service Centres (PSCs).
 v  Application-cum-Nomination form to be
      filled by the member, along with the       premium.
 v  Submission of the completed form to the
      R.Os/PSCs.
 v  The premium once paid will be valid for
      coverage for one year only.
 v  The member is free to rejoin the schemes
      by payment of subsequent year's       premium.
 v  Self-certifications about age, health and
      income is adequate.
 v  The PSCs to send the application forms       with premium to the R. Os who in turn       submit to the concerned LIC office by 25th
      of a month.
 v  LIC to give insurance coverage w.e.f. 1st of       the following month by issuing a Master       Policy in the name of the concerned R. O.
 v  In the event of death or disability, the claim       to be submitted by member/nominee in the       prescribed application forms to the       PSC/R.O., who would forward to the LIC       for settlement.
 v  LIC of settle the claim and send the       amount to the beneficiary directly. In case       of SSY, the scholarship is released to the       students by LIC through the ROs on       quarterly basis, on receipt of applications       from the beneficiaries (through       R.Os/PSCs.)
