Shri Garuda Bag, General Manager, District Industries Centre, Nayagarh stated that the Powerloom owners as well as the association executives should be thorough about all schemes before preparing the project report. They should prepare the project report first so that they can assess the requirement of land and margin money. He advised to form a core group comprising Powerloom service center, AD(T), Nayagarh, NABARD, Nayagarh, LDM, Nayagarh and Powerloom entrepreneurs to discuss the key issues relating to Weaving Park.

Shri K.M. Naha, Assistant Director of Textiles, Govt. of Orissa, Nayagarh informed that they have requested to the District collector for allotment of 12 acres land for setting up weaving park. He stated that the entrepreneurs at Nayagarh district are manufacturing very low quality of cloth called Gamachha in very old and obsolete looms. The product is only meant for lower group of people and cost of one gamachha is only Rs. 18-20/-. He stressed that modernization of loom is badly required at this stage, so that the entrepreneurs can manufacture all type of cloth for all group of people. He stated that market can be created here also by product & design diversification and upgrading the manpower skill from time to time.

Shri B.D. Chatterjee, Assistant Director, Office of the Textile Commissioner, Mumbai explained that the association people should acquire the land first and if possible OIDC land is better. Then the project report to be prepared in consultation with IL&FS. He also stated that entrepreneurs should know the raw material availability, product to be manufactured and its marketing etc. prior to the installation of looms. He also advised to install Automatic looms to minimize the project cost keeping in mind the status of entrepreneurs. He assured to extend each & every support for project implementation.

Shri N.S.Rawat, Director, Office of the Textile Commissioner, Mumbai explained in details about the rules/procedures of Group workshed and 20% CLCS Schemes. He informed that the association should register under Co-operative Society Act or Companies Act, 1956 and if the Collector is giving land that should be registered in the name of Executive Agency (EA). After land allocation the EA should plan properly and chalk out the programme first in respect of raw material availability, product manufactured and its marketing etc. Then the EA should prepare the project report from any approved agency and while preparing the project report technology level of looms and profit should be kept in mind.

He stated that the project to be submitted to the Textile Commissioner for approval and in the mean time the EA will open an escrow account with any schedule bank which is jointly operated by one member of EA and one member from Regional Office of the Textile Commissioner, Kolkata. He informed that after receipt of approval from Project Approval Committee, the construction work can be started. He also informed that initial 30% advance will be given only if the land is mortgaged to the Textile Commissioner. If the land is not mortgaged then prorate re-imbursement will be done in ratio of 30:30:40.

He advised to the association people that 20% CLCS for installing bench mark machines is better for them. He also advised to start the ground work immediately without any further delay. Lastly, he informed that the EA can contact to him or OIC, R.O. TxC, Kolkata or PSC, Cuttack at any time for any assistance in this regard.
