  3. During the year under review, the Committee of Administration (Committee) met 4 times on 27/06/2002, 23/07/2002, 26/09/2002 and 28/12/2002  under the chairmanship of Shri M.Y. Momin and once on 27/03/2003,  under the chairmanship of  Shri M. Senthil Kumar to consider and decide on matters concerning the development & export promotion of the fabrics manufactured in the decentralised powerloom sector and the made-ups there-out-of. The Committee was assisted in its task by the following statutory Panels/Committee :-

  4. Shri M.Y. Momin, Chairman, in his address on the occasion of the 7 th Annual General Meeting of the PDEXCIL held on 26.09.2002, highlighted the need for the modernization and upgradation of the technology of the small scale powerloom sector which produces more than 60% of the fabrics in the country, generates considerable exports thereof and caters to the needs of the local garment industry for the domestic market and for the exports thereof from the country. He urged the Government to evolve a tailor made scheme suitable to the decentralised powerloom industry which should contain provisions for incentives on dismantling the existing machinery in the powerloom units. He further stressed on the availability of the funds based on viable project reports submitted and non-stringent financial norms. The Chairman further stressed on other major areas of concern of the decentralised powerloom industry such as major shift in sources of import due to formation of regional trading blocs and preferential trade treaties covering outward processing trade (OPT) etc. apart from slew of other domestic and external factors specifically pertaining to the healthy and harmonious development of the decentralised powerloom sector in India. He further thanked all the Hon’ble Ministers, Officers in the Ministry, all other organisations associated with the PDEXCIL, the press and media, the Committee members of the PDEXCIL and the Officers and Staff of the Council for supporting the PDEXCIL in all its activities.

  5. The general body [A.G.M.] of the Council had also unanimously passed resolutions adopting the annual report of the Committee, the Council’s audited balance-sheet and income & expenditure account for the financial year that ended on the 31 st of March, 2002, appointing the auditors of the Council and noting the election of the following members to the Committee :-

  6. The Committee during the year under review took up and made several recommendations to the Govt. of India towards the modernisation and upgradation of the technology of the decentralised powerloom sector and the development and promotion of the exports of the products thereof. Some of the important suggestions made by the Council to the Government are as follows :-

    1. Trade Policy Review Meetings

              In connection with the Trade Policy Review Mechanism meetings between the Ministry of Commerce / Ministry of Textiles with various countries, suggestions were made with regard to matters concerning these countries and the issues to be raised, particularly, the ones which are coming in the way of developing trade with these countries. Information has been sent in respect of the following countries;

    2. Joint Commission / Joint Trade Committee Meetings

      In connection with the meetings of the Joint Commission / Joint Trade Committee with various countries, details have been sent for taking up the issues suitably in these meetings. Information has been sent for the following Joint Commission / Joint Trade Committee meetings;

    3. Preferential Trade Arrangement [PTA]

      Information relating to Egypt have been sent to be taken up at the Preferential Trade Arrangement meeting with Egypt.

    4. Visit of the Hon’ble Minister and meeting of the Heads of Missions

      1. In connection with the visit of the Hon’ble Minister of Textiles to Spain in May, 2002, necessary information was given with regard to textiles, to take up the issues appropriately at the bilateral talks.

      2. Meeting of the Regional Heads of Missions for South East Asia and South Pacific in Kuala Lumpur was held on 18 th of May, 2002. Necessary details pertaining to textile exports to that region were sent for taking up the matter.

      3. In connection with the Inter Government Group [IGG] meeting on trade liberalisation with the SAPTA countries, necessary infor mation was sent for discussing the issue appropriately.

      4. On the conference of the Heads of Indian Missions in Central and East Europe held in India in 2002, follow-up measures were suggested for developing trade with these regions.

    5. High Level Committee for Redressal of Grievances

      Various suggestions with regard to difficulties encountered in connection with claiming of drawback, DEPB etc. were forwarded for consideration at the above meetings.

    6. Non-Tariff Barriers

      A detailed note on Non Tariff Barriers imposed by various countries has been forwarded to the Ministry of Textiles, for taking up the matter suitably with the countries concerned.

    7. Budget Proposals

      1. A detailed proposal giving various suggestions for incorporation in the Budget Proposal to be made by the Finance Minister for the year 2003-2004, was submitted to the Ministry of Textiles. The suggestions included;

        1. Exemption of Excise duty on cotton yarn.

        2. Continuation of optional excise duty on unprocessed fabrics.

        3. Suggestion to commence the CENVAT chain from processed fabrics onwards, to maintain continuity in the CENVAT chain.

        4. Reduction in excise duty on cotton processed fabrics.

        5. Announcement of the adequate Textile Package for the industry in order to fulfil the target set toinstall 50,000 shuttleless looms and 2.5 lakh automatic shuttle looms for the purpose of modernisation of textile units.

        6. To reschedule the payment period of income tax, currently levied on export profits under the section 80 HHC of the Income Tax Act.

        7. Exemption from imposition of service tax on services availed by the exporter for effecting exports.

        8. Imposition of VAT system on all India basis to cover all types of taxes and duties with a view to reduce tax burden on the exporters.

      2. Following the announcement of the Budget Proposals made by the Finance Minister for the year 2003-2004, representations were made to the Ministry of Finance and Textiles with regard to imposition of excise duty on unprocessed powerloom fabrics and continuation of the earlier procedure of payment of excise duty in respect of unprocessed fabrics on an optional basis.

      3. Representations were also made to cover cotton textiles under the scheme of exemption granted to small scale industries, as textiles were omitted from availing exemption of excise duty facility on clearances made by small scale units upto Rs. 1 crore.

        In response to the strong representations made by the PDEXCIL, the Department of Revenue extended the facility of exemption from excise duty in respect of clearance of unprocessed fabrics from the powerloom units to the extent of Rs. 25 lakhs, to give a relief to small scale units.

      4. As regards the Textile Package announced in the Budget Proposals made by the Finance Minister, a communication was addressed to announce the details of the scheme referred to in the proposals particularly with regard to enlargement of the Technology Upgradation Fund Scheme to cover modernisation of looms.

    8. Drawback

      1. A detailed proposal, giving the cost particulars as well as incidence of duty on the inputs in respect of various qualities, indicating clearly the quantum of incidence of duty on the inputs in relation to the FOB value of exports of fabrics, has been furnished to the Revenue Department for the purpose of fixing appropriate rates of drawback on textile items. A copy of the proposal was also submitted to the Ministry of Textiles for taking up suitably with the Department of Revenue, Ministry of Finance.

      2. Representations were made to the Department of Revenue with regard to pending claims of drawback on textile items.

      3. Matter concerning non payment of brand rate of drawback under the DEPB scheme was taken up with the Department of Revenue as well as with the DGFT.

    9. EXIM Policy

      A detailed proposal giving various suggestions for incorporation in the EXIM Policy was submitted to the office of the Director General of Foreign Trade. Some of the major suggestions are;

      1. To permit imports of secondhand textile machinery under the EPCG scheme. This has been considered and covered under the EPCG.

      2. Continuation of DEPB scheme.

      3. Debiting of SAD element to DEPB.

      4. Drawback under DEPB.

      5. Customs verification.

      6. Special package for small scale units.

      7. To make advance licence transferable.

      8. Fulfillment of export obligations under EPCG scheme not by block years.

    10. Communications were addressed to the Ministry of Textiles / Ministry of Commerce on the following matters;

      1. Request lists submitted by Bangladesh and Pakistan for seeking concession with regard to tariffs from India, under the SAPTA.

      2. Export credit practices and its implications under the Agreement on Subsides and Countervailing practices.

      3. Shortcomings of Indo-Sri Lanka Free Trade Agreement.

      4. Comments on the amendment to the cloth flammability standard adopted by the US.

      5. Comments on the recommendation of Kelkar Committee with regard to imposition of higher rate of excise duty on cotton yarn.

      6. On the proposal for seeking concessions from SAARC countries under the SAPTA.

      7. Regional Trade and Investment Agreement between India and ASEAN countries and suggestions for securing tariff concessions to be sought for India’s exports to ASEAN countries.

      8. On Rupee Trade Arrangement with the East European countries.

      9. Review of USA Generalised System of Preferences [GSP].

    11. Notes prepared on various subjects

      1. Comments on Medium Term Export Strategy laid down by the Ministry of Commerce for the years 2002-2007 were forwarded to the Ministry of Commerce.

      2. Strategy for developing exports of cotton powerloom textiles during the years 2002- 2003, 2003-2004, was laid down and sent to the Ministry of Textiles.

      3. Comments on Consultation Paper submitted by the Task Force for med by the Government for streamlining tax administration, was forwarded to the Ministry of Textiles.

      4. Review of Export Perfor mance vis-a-vis Target fixed for the current year as well as the measures to be taken to achieve the export targets.

      5. Opportunities for developing exports of powerloom textiles from Tamil Nadu was prepared.

      6. Shortfall in exports to targetted level and suggestions for increasing exports.

  7. DEVELOPMENTAL ISSUES :-

    1. The PDEXCIL entered into an arrangement with the Textiles Committee, Govt. of India, to organise Quality Checkers Training Programmes at more than 30 centres all over India covering Malegaon, Solapur, Meerut, Sircilla, Betageri, Shankarankoil, Kappalur (Madurai), Kannur (Kerala) Nagri etc. The programme was financed by the PDEXCIL. This programme has enabled the powerloom weavers to analyse the fabric defects, their causes and also the remedial action required to avoid these defects from recurring.

    2. In terms of the Memorandum of Understanding adopted with the BTRA as well as SITRA for carrying out modernization programme under the NABARD scheme of assistance, reports were sent to the NABARD on the progress made in this regard. In view of the various difficulties, not much of progress could be made in the Malegaon region. As far as Erode & Salem regions are concerned, lately some progress has been made with regard to the modernization which has been reported to the NABARD.

    3. The Council has been organising meetings of the Powerloom Centres Development Committees at most of the important identified clusters in the country, interalia after co-ordination with the concerned Textile Research Association and bankers for providing assistance in the modernisation and technology upgradation of the decentralised small scale powerlooms at these centres, amongst other things to the TUFS.

    4. The Council is organising meetings between the bankers, TRA’s and the powerloom entrepreneurs to further the development programme of modernisation of powerloom units at the various powerloom centres.

    5. The Council has been consistently making suggestions to the Ministry of Textiles for the TUFS and various other schemes, especially for the powerloom sector.

        2. A seminar on “Focus Africa” was attended by the Executive Director, PDEXCIL presenting PDEXCIL’s action plan at New Delhi on 15/5/2002 to be inaugurated by the Hon’ble Minister of State for Commerce & Industry, Shri Rajiv Pratap Rudy.

        3. A workshop on fabric costing & maintenance was organised by the PDEXCIL in association with BTRA at Malegaon on 14 th & 15 th July, 2002.

        4. The PDEXCIL participated & made presentation in the workshop-cum-seminar on “Quality and Compliance”, conducted jointly by the Textiles Committee & PDEXCIL at Nagari on 28/07/2002.

        5. A seminar was organised jointly by NCUTE & PDEXCIL on Modernisation of the powerloom sector at Erode on 05/08/2002.

        6. A joint programme was organised by SRTEPC & PDEXCIL on “Strategy to boost exports from Coimbatore region on 17/8/2002.

        7. The Council participated in a programme on Future Trends in Textile Testing & quality Control organised at New Delhi by NCUTE on 03/09/2002.

        8. A course on “Textile Technical Ter minology “ was organised by NCUTE at IIT New Delhi on 13/09/2002 which was attended by the PDEXCIL.

        9. A seminar on Technical Textiles was organized by the PDEXCIL on 22 nd September, 2002 at Bhiwandi.

        10. A two days workshop was jointly conducted by the PDEXCIL and Textiles Committee on “How to Export Textile Product” at Salem on 6 th & 7 th December, 2002.

        11. The workshop/Counselling for Textile SMEs on “International Market Access for Indian Textiles” were conducted jointly by the Textile Committee and PDEXCIL at Erode on 9 th & 10 th December, 2002.

        12. The Council & Textiles Committee jointly organised a national Programme for Training of Textile & Clothing Industry Personnel at Panipat on 18/12/2002.

        13. A Technology Upgradation Fund Scheme Awareness programme was organised by PDEXCIL at Erode on 10/1/2003.

        14. A Joint programme of Interactive seminar on development and weaving industry was organised by PDEXCIL in association with Powerloom Service Centre, Erode on 30/1/ 2003 at Erode. Shri M. Senthil Kumar, Chairman, PDEXCIL released the Tamil version of the TUFS book.

        15. A programme was organised on “Technomas 2003” jointly by PDEXCIL & S.S.M. Col-lege of Engineering, Komarapalayam from 31/1/2003 to 2/2/2003 at Coimbatore. The programme was conducted on the following titles;

          1. Modernisation of Textile Education organized by the Nodal Centre for upgradation of Textile Education;

          2. Technology Upgradation to meet Global Challenges &

          3. Textile Industry beyond 2004 & Machinery to Match.

        16. An interactive seminar on Development of Weaving Industry was organised by the Regional office of the Textile Commissioner, SITRA-PSC, Somanur & Palladam and PDEXCIL, Erode at Palladam on 1/2/2003.

        17. A programme on Modernization of powerloom industry was organised jointly by the Textiles Committee, PDEXCIL & Powerloom Service Centre, Erode at Club Melange, Erode on 14/2/2003.

        18. A workshop on Powerloom scenario was organised in Andhra Pradesh, in association with the Grameen Development Services, Hyderabad from 26 th to 28 th February, 2003.

        The Council organised the Powerloom Products Exhibition & Buyer Seller Meet of Powerloom Fabrics at Chennai from 22 nd to 27 th October, 2002.

        3. The E.D. PDEXCIL attended the presentation on the modalities of survey at Karnataka alongwith survey for mat, methodology etc. as organised by the KSPDC (PCDC Bangalore) with the Director, CSTRF and Principal, Bapuji Institute of Engineering & Technology on 30/4/2002 at Bangalore.

        4. The Chairman & E.D. PDEXCIL attended the Preliminary meeting for Co-location of Chambers/Associations organised by FICCI at Mumbai on 23/05/2002.

        5. A meeting regarding agenda items for the for thcoming JTC meeting in Ivory Coast was organised at New Delhi on 28/05/2002 which was chaired by Shri S. Ram Sundaram, Joint Secretary, Ministry of Commerce, Govt. of India, which was participated by the PDEXCIL.

        6. The PDEXCIL attended the Conference viz. “Textile : Doha 2004 and Beyond” at New Delhi on 6/6/2002.

        7. The Council attended the meeting on Export Targets & Strategies for the year 2002-03 organised at New Delhi on 10/6/2002.

        8. The Chairman, PDEXCIL attended the 12 th meeting of the Inter-Ministerial Steering Committee [IMSC] on TUFS organised at New Delhi on 5/7/2002.

        9. The Chairman, PDEXCIL attended the 3 rd meeting (joint meeting of group I & group II) regarding Market Access for Textile Products organised at the Office of the Textile Commissioner, Mumbai on 9/7/2002.

        10. The Council attended a Quota Co-ordination Committee meeting organised under the Chairmanship of Shri Atul Chaturvedi, Joint Secretary at New Delhi on 15/07/2002.

        11. The Chairman, PDEXCIL attended the second meeting of the Focussed Action Group organised at the Office of the Textile Commissioner, Mumbai on 13/09/2002.

        12. The Chairman, PDEXCIL attended the second meeting of the Steering Group on Investment and Growth in Textile Industry organised at New Delhi under the Chairmanship of Shri N.K. Singh, Member, Planning Commission on 17/09/2002.

        13. The PDEXCIL participated in a meeting on Export Performance held at New Delhi on 29/10/2002 under the Chairmanship of Hon’ble Minister for Textiles, Govt. of India & the ITMF Conference at New Delhi on 30/10/2002.

        14. A meeting under the chairmanship of Secretary & Development Commissioner [Handlooms] was held at New Delhi on 5/12/2002 wherein the officers of the Council attended the same.

        15. The Council attended a meeting called by the Hon’ble Union Minister for Disinvestment, Commerce & Industry [Additional charge] Shri Arun Shourie on 11/12/2002 at FICCI, Federation House, New Delhi.

        16. A meeting on Pre-Budget Proposal was organised under the Chairmanship of the Hon’ble Union Minister for Textiles at New Delhi on 19/12/2002.

        17. A meeting was organised by PDEXCIL on the reaction of the Central budget and the introduction of CENVAT duty for the powerloom weaving industry at Club Melange, Erode on 17/3/2003.

      5. Others

        1. The last phase of survey was organised by the PDEXCIL at Solapur on 21/05/2002 to demonstrate the process standardisation conducted by BTRA, to impress upon the manufacturers about the need for adoption of the same.

        2. The Chairman, PDEXCIL visited SITRA, Coimbatore for demonstration of rapier weaving machine on 25 th of May, 2002.

        3. The Council participated in the meetings of the Ministry of Textiles, Govt. of India & Ministry of Commerce, Govt. of India for making suggestions on various developmental & export promotion matters in regard to powerloom textiles.

        4. The PDEXCIL actively participated in meetings organised by various organisations and made suggestions on various developmental and export promotion matters in regard to powerloom textiles.

  8. The Council projected its various activities in the realms of powerloom development and export promotion, through the media of adver tisement, publicity and publications funded by the Council, as spelt out hereinbelow;

    1. The Council brought out brochures depicting the Council, its mandate profile/activities for distribution to the trade, industry, importers, buyers, departmental stores, buying agents, import promotion agencies, etc.

    2. Publicity of the Council was mounted through advertisements released in various publications/ print media during the fiscal year 2002-2003. The publicity of the Council’s activities was supplemented by the support of the press who actively involved themselves by bringing out press communiqué in the concerned newspapers, in the course of the various events of the PDEXCIL round the year.

    3. Information was regularly disseminated to the members through the Council’s newsletters.

    4. The Council has brought out the 3 rd edition of Fabric Guide which serves as a product reference guide by the Indian Embassies abroad, Chambers of Commerce and Industry, Industrial Houses, Importing authorities, Import Promotion Agencies and the Foreign Departmental Stores abroad while making their purchasing decisions. The fabrics displayed in the Fabric Guide gets worldwide exposure and instrumental in obtaining orders for many of our manufacturer-exporters. In addition to the above, it serves as a good publicity media for marketing the powerloom products.

    Membership :

    The membership of the Council stood at 2,221 as on 31.03.2003.
