During the year under review, the Committee of Administration (Committee) met 3  times on 22/06/2005, 28/09/2005 and 20/03/2006 under the chairmanship of  Shri M.Y. Momin to consider and decide on matters concerning the development & export promotion of the fabrics manufactured in the decentralised powerloom sector and the made-ups there-out-of. The Committee was assisted in its task by the following statutory Panels/Committee :-

Shri M.Y. Momin, in his address on the occasion of the 10th Annual General Meeting of the PDEXCIL held on 28.09.2005, highlighted the need for the modernization and upgradation of the technology of the small scale powerloom sector by installing modern shuttleless looms in Hi-tech Weaving Parks to produce textiles of high quality standard to face the challenges of globalisation. The Chairman mentioned that the small powerloom units are not approaching banks because of stringent paper work, submission of 2 collateral securities, residential security and hypothecation of machinery. For loan upto Rs.25 lakhs, no collateral security is given. The limit of Rs.25 lakhs should be increased to Rs.1 crore. The Chairman gave a bird’s eye-view of the performance of exports of Indian Cotton textiles in the USA & EU market for Jan-June 2005 and emerging challenges in Post-MFA period such as Non-Tariff barriers, introduction of more and more of anti-dumping proceedings, anti-subsidy proceedings, environmental and social concerns etc. to restrict the flow of imports. He further requested for announcement of suitable proposals to provide a policy framework for the industry as well as to remove procedural problems. He further requested the members to look for new markets such as Latin America, West Africa, South East Asia, East Europe and CIS countries in the post quota era and also concentrate on the demand for textiles in the domestic market. The Chairman stressed on a comprehensive export policy for textiles to be drawn out indicating various aspects relating to the countries with which Free  Trade Agreement should be entered into by India, joining of regional groups such as ASEAN etc. The Chairman further stressed on suitable policy initiatives to be taken particularly in  respect of the issues such as reduction in raw material cost particularly in respect of  cotton yarn, reduction in cost of production through reduction in input cost, power charges, cost of finance, transaction cost etc., adequate availability of MDA assistance to exporters, simplification of procedures and removal of hurdles, improvement in infrastructural facilities, removal of congestion at ports, charging of reasonable freight charges, restoration of section 80 HHC of the Income Tax Act, refund of all duties, taxes and levies on exports on an immediate basis, improvement in the cotton yield per acre and quality of raw cotton, continuation of DEPB scheme with appropriate charges and introduction of suitable export promotion schemes.
