Sub: Technology Upgradation Fund Scheme (TUFS). 1. Co-option of additional banks / financial institutions by Nodal Agencies. (i) Industrial Development Bank of India , the Nodal Agency for non-SSI Textile sector under TUFS vide letter No. IDBI.HO.TUFS. (6)/ dated.16-07-2002 has co-opted ‘ Tamilnad Mercantilel Bank Ltd.’ as a PLI for non-SSI textile sector under TUF scheme. IDBI has also co-opted the Jammu & Kashmir Bank Ltd. as a PLI for non-SSI textile sector under TUFS on all India basis, vide letter No IDBI.HO.TUFS. (6)/369 dated 21-05-2002. (ii) Industrial Finance Corporation of India (IFCI), the nodal agency (NA) for jute industry under Technology Upgradation Fund Scheme, vide letter No. Credit III/TUFS/2002 dated.26-04-2002 has co-opted “Canara bank” as a PLI for jute industry under the TUF Scheme. 2. Decisions taken by Inter-Ministerial Steering Committee (IMSC) in its 12th meeting held at New Delhi on 5th July, 2002. (i) Coverage of second hand imported circular knitting machines under TUFS. Second hand imported circular knitting machine has been covered under TUFS by making an additional entry in para 3.2(2) j (j) as under: 3.2 (2) (j) Circular knitting machine of upto 5 years vintage and with a residual life of minimum of 10 years (ii) Effective date of eligibility of interest reimbursement consequent to the amendments/modifications approved by the IMSC of TUFS from time to time. Whenever a new machine or equipment which is equal or superior than the bench marked equipments or machines, already included in the existing list of items of the GR, is made eligible under TUFS, the TUFS benefits for such equipments may be extended for the loans disbursed after 1-4-1999. In case inclusion of any machinery/equipment is due to relaxation of norms laid down in the GR of TUFS, the effective date of eligibility of interest reimbursement would be applicable only from the date of the meeting. (iii) Eligibility of TUF assistance for Effluent Treatment Plants (ETP) on stand alone basis. In case of an individual unit or an independent unit setting up Effluent Treatment Plant for its own use or substantively for a group of willing textile units in that area, it will be eligible for coverage under TUFS. (iv) Installation of semi-automatic looms by new units in the decentralized powerloom sector. New units in the decentralized powerloom sector are permitted to install semi-automatic looms with benchmarked technology features under TUFS.
