Sub: Technology Upgradation Fund Scheme (TUFS).    

1. Co-option of additional banks / financial institutions by Nodal Agencies.

(i) Industrial Development Bank of India (IDBI), the Nodal Agency (NA) for textile industry (Non-SSI) under Technology Upgradation Fund Scheme, vide letter No. IDBI.HO.TUFS(6) dated 10-01-2003 has co-opted the Sutex Co-operative Bank Ltd. for textile industry under the TUF Scheme.

2. Decisions taken by Technical Advisory-cum-Monitoring Committee(TAMC) in its 18th meeting held at Mumbai on 21st Jan., 2003.

(i) Inclusion of machinery/equipment for Non-woven / Technical Textiles.

The following machinery/equipment for Non-woven/Technical Textiles has been covered under TUFS at Annexure D-2 f(C) of the GR on TUFS.

1. Hot melt/cold glue applicators for coating edges of technical textiles - Edge Glue Coating Machine.

2.  Ultrasonic Slitting Machine/Edge sealer.

3.  Brazing Machine with tourch(for hot air).

4.  PLC operated system with Servo Drivers for measurement/control of tension & temperature.

5. Jacquard machines for joining two edges by inter weaving.

6.  Turret Winder & Unwinder.

7.  PU/PVC Film calendering machine.

8.  High speed precision mixers for plastizols/organsols.

9.  Automatic packing & Inspection Machine.

10. Coggulated PU Dip coating Machine.

11. Heatset oven with Stenter Facility.

12. Gumming & Cutting Machine.

13. Grommet Fixing Machine.

14. Clicking Press.

15. Pilot/Lab Coating Line.

2. The testing equipments for Non-woven/Technical Textiles have been included at Annexure D-2 h(10) to (21) as follows :

(10) Weatherometer,

(11) Yarn Shrinkage & Shrinkage Force Testing Machine,

(12) Viscometers,

(13) Data Loggers for Machine Monitoring & Flex Resistance Tester,

(14) Tear Testing M/c.,

(15) Cold crack Resistance Testing,

(16) Thickness Gauge,

(17) Water Repellency Testing M/c.,

(18) Waterproofing Testing M/c.,

(19) Fire Resistance Testing Equipments,

(20) Accelerated Ageing Testing oven,

(21) Rainwater tests equipment. Continuous water spray test & I.R. Spectrometer etc.

(ii) Technical specifications for High Speed circular knitting machine

Technical specifications have been laid down by TAMC for circular knitting machine as "23 revolutions per minute for new machines & 20 revolutions per minute for permissible second hand imported machines". Accordingly, the entry under Annex D-1 c 1 & para 3.2(j) of the G.R. on TUFS is amended as under :

"1. High speed circular knitting machine with  a  minimum speed of 23 revolutions per minute for new machines & 20 revolutions per minute for permissible second hand reconditioned machines."

para 3.2(j)

High speed circular knitting machine (minimum speed of 20 revolutions per minute) upto 5 years vintage & with a residual life of minimum 10 years.

(iii) Inclusion of machinery which are exclusively used for the production of Zari Yarn.

a) The following machinery have been included at Annex-B (g) of the G.R. on TUFS as follows.

7. Fancy Yarn Twisters & doubling machine.

8. Twisted & covered cord manufacturing machine.

9. Glittering Machine/Zic making Machine.

b) The entry under Annexure-B (g) (6) has been amended with the addition of Roll Cutting Machine, viz., "Micro Slitting machine/Roll cutting machine".

The above modifications may please be brought to the notice of all concerned.
