MESSAGE



     I am very happy to know that the office of the Textile Commissioner is bringing out the updated version of the booklet on TOPS by incorporating all the amendments / modifications made in the scheme since inception up to 31.03.2003. More than 200 modifications/ amendments/ relaxations have been made in the scheme based on the feed back received from the industry in the financial, technology and other eligibility parameters in order to make the scheme easily accessible to all the segments of the textile and jute industry. Similarly, more number of Banks / PIs including co-operative banks have been co-opted by the Nodal Agencies, viz., IDBI , IFCI and SIDBI to widen the reach of the scheme.

 2.   The scheme was launched by the Govt. w.e.f. 1-4-99 with theexpectation that Industry would make use of it in a big way. However, the response to the scheme till date indicate only a moderate progress. During the last 4 years of its operation, 2063 applications have been received with a project cost of Rs. 15677 crore. Rs. 5950 crore have been sanctioned to 1809 units and Rs. 4285 crore have been disbursed in respect of 1474 applications. Physical progress in terms of number of units is considerably higher in respect of SSI units. However, in financial terms, Non-SSI units have availed of about 88 percent of the total amount sanctioned and disbursed under TUFS. The major segments availing of the benefit under the scheme are composite upgradation, spinning and processing of fibres and yarns. The major states availing of the TUFS in terms of sanctioned amount are Tamilnadu, Punjab, Maharashtra and Gujarat.

3.   I hope, with the modification / amendments effected and additions made in the scheme, many more units particularly of SSI sector from all segments of the textile industry will avail of assistance under the scheme for modernization and technology upgradation so that the Indian Textile Industry will become globally competitive in the post MFA scenario.
