ROLES AND RESPONSIBILITIES OF THE PCDC

  1. The PCDC should convene a meeting atleast once in a month, discussing the problems of their area, proposed / suggested action. They should also inform the enterpreneurs about the latest development in powerloom sector & latest notification/circular etc.

  2. After conducting the meetings of the PCDCs, the Convenor PCDC shall forward the minutes of the meetings as soon as possible alongwith the expenses for conducting the meetings for the office to clear the bills at the earliest.

  3. The PCDC should organise various events/activities at concerned powerloom centres to facilitate the powerloom enterpreneurs. The PCDCs’ should submit their proposals to the PDEXCIL office in advance of their planned programmes for a full financial year, including those short term ones alongwith the estimated expenditure to be incurred by the PCDCs’ for the organisation of such activities.

  4. The PCDC should submit quarterly reports to the office of the PDEXCIL informing about the actions/activities. They should also inform the latest developments in the powerloom industry of their area & any other problems/requirements.

  5. The PCDC’s should invite units in the powerloom centres who are capable of and willing to modernise and technologically upgrade their units for which purpose the PCDC’s should identify such units that could actually be taken up and recommended to the Textile Research Association [TRA] concerned for preparing project reports for their [units] modernisation and upgradation under the PDEXCIL’s on-going programme in that direction, in tandem with the TRA concerned and the SIDBI/NABARD. The TRAs can prepare viable/bankable project reports and then forward it to the concerned banks for financing such projects.

  6. The PCDCs’ should have interaciton with the banking institutions concerned in their respective areas for aiding such projects within the matrix of their overall techno/economic/financial parameters.

  7. The PCDC’s should also actively assist the jurisdictional powerloom entrepreneurs under the Technology Upgradation Fund Scheme [TUFS] launched by the Government of India with effect from the 1st of April, 1999.

  8. The PCDCs’ should render all other feasible, constructive and useful relevant assistance to the powerloom units in their respective areas in the matter of their development and growth.
