INTER-REGION SURVEY OF VARIOUS POWERLOOM CENTRES BY THE MEMBERS. |

Objective of the Scheme : |
| a) |
To encourage powerloom weavers to visit other powerloom centres to attain knowledge of specific products & technology of different powerloom centres. |
| b) |
To encourage cross-fertilisation of ideas from one powerloom centre to another. |
|
Scheme : |
| 1) |
The scheme will be open to all the members of the PDEXCIL from the respective powerloom centres which shall be invited through letters/circulars/newletters of the PDEXCIL. |
| 2) |
The Convenors of the PCDCs at different powerloom centres shall first take a meeting of their respective PCDCs and after consultation with their members, decide on the specific powerloom centre to be visited alongwith the reasons for such visit. |
| 3) |
The Convenors shall then intimate to the o/o the PDEXCIL regarding their desire to organise such visits to the respective powerloom centre. |
| 4) |
The Convenors of the PCDC's at the different powerloom centres shall organise the visits in consultation with the host PCDC Convenor and the Assistant Director, Powerloom Service Centre of that area, if possible. The Convenors of the PCDC should indicate the type/kind of units to be visited including the modern/progressive export oriented unit. |
| 5) |
The Convenor PCDC/team leader (nominated by the Convenor PCDC, in his absence) who is taking the delegation and the host PCDC shall both liason with each other to organise the visits, giving all relevant information, arranging for the factory visits and exposing the area-specific specialities of the powerloom products. |
| 6) |
The visits shall be planned and organised in advance. |
| 7) |
The delegation should be organised taking into account the availability of the persons willing to host such visits and having transparency and objectivity in the process. |
| 8) |
The PDEXCIL office shall then issue a circular informing all the members from the respective powerloom centre regarding such visits being organised. |
| 9) |
The size of the delegation shall be minimum 5 (five) to maximum 15 (fifteen) members of the PDEXCIL. |
| 10) |
Three delegations each of a size of maximum 15(fifteen) shall be permitted from each powerloom centre, at a time, in a given financial year beginning from 1st of April every year and ending on 31st of March next year. |
| 11) |
Only one visit shall be offered to each member delegate of the PDEXCIL to travel any other powerloom centre, in one financial year, beginning 1st of April every year and ending on 31st of March every year. |
| 12) |
Only one representative of one member/company shall be allowed in the delegation. |
| 13) |
The delegates must be a member of the PDEXCIL, having not less than 12 powerlooms in his/her group. This may be self-certified by the delegate. |
| 14) |
After the issue of the circular by the PDEXCIL, the members must be given atleast a period of 21 days from the date of despatch of the circular letter to reply to the PDEXCIL office. The members shall apply to the office of the PDEXCIL alongwith the profile of his unit viz., no. & type of looms, items manufactured and the reason for his proposed visit. |

There shall be a maximum of 15 applicants for the proposed visit. In case, there are more than fifteen (15) applicants for the proposed visit, then the same shall be decided by lottery in the presence of Executive Director and/or Secretary, PDEXCIL alongwith 2 (two) members of the Committee of Administration (COA) of the PDEXCIL.

The PCDC Convenor shall be automatically selected for going to one powerloom centre only and shall not be permitted for automatic / lottery system selection for going to the same powerloom centre again. In case he is not available for travelling to that powerloom centre, then he may nominate a team leader from the PCDC members of his powerloom centre only and that team leader shall be therefore automatically selected on the same lines as the PCDC Convenor.

The delegates should have orientation towards modernisation & expansion. |
| 18) |
During the visit of the delegation of members, the delegation should try to visit the Powerloom Service Centres, Textile Research Associations, in those areas and if possible, also organise a meeting with the host PCDC for interaction and sharing of ideas about their production pattern and technology, etc. |
| 19) |
A report should be submitted by the Convenor PCDC/the team leader within one month of their return to the office of the PDEXCIL highlighting the benefits or gains, out of the delegation, giving details of the visit and their recommendations/suggestions/observations in clear terms as feedback. |
| 20) |
After the delegation/visit is completed, the delegates should part with his experience gained from his visit, to other members of his area, preferably by circulating the study/observation paper made or by sharing his experiences in the PCDC meeting. The Convenor PCDC/team leader should organise a meeting of members in his area/powerloom centre and share the experience of the delegation with other members in that centre. |

Incentive : |
|
After the report of the delegation is submitted by the Convenor PCDC/team leader within one month of their return, the PDEXCIL shall reimburse the actual rail fare i.e. full 3 tier sleeper/full 3 tier A.C. sleeper or only 50% of IInd A.C. sleeper fare for to & fro journey (going and coming back). The admissible rail fare shall be given for the shortest possible route for going & coming back. The original rail tickets shall have to be submitted by the delegates/convenor PCDC/team leader for such reimbursement.
